Kindergarten Central Registration Enrolment Scheme policy outlines the registration, enrolment and allocation of kindergarten places by NGSC.
The CRES is a new online system for kindergarten enrolments that aims to simplify access to kindergarten services for families and carers.
It also aims to increase kindergarten participation and through this, provide better outcomes for children.
Cr Tony Driscoll moved the motion for approval stating consultation had been undertaken with the parent community and education providers.
"This is a streamline process to give every family access in a timely and efficient manner and allocate out all of the places to our kindergartens...fair and equitably," he said.

"It's critical in terms of early years development. We know, in terms of child's formation and educational outcomes, early years are critical.
"Sitting behind that as well we've got data to suggest in our Northern Grampians Shire family there is probably 8.7 per cent of families and children that are vulnerable. This process ensures that they get the opportunity as well for lifelong learning."
Cr Kevin Erwin seconded the motion and said moving the system to online was a "sign of the times".
"The information will be kept in the one place," he said.
"It will streamline the system. We're in that phase of life where we are all transitioning to online. It cuts down the paperwork and keeps the information in one place and makes it easier to find."
Under the new scheme, parents and guardians may nominate up to three kindergartens of their choice on registration in order of preference and nominate any of the kindergarten providers within the municipality.
If vacancies are not available at their preferred listed kindergartens, parents/guardians may nominate to be placed on a waiting list for their preferred service and will be contacted by the relevant service when a place becomes available.
Children on waiting lists will be allocated places once vacancies arise in accordance with parent and guardian nominated preferences.
